Rules for Permitting

Before water well drilling operations can begin, the following items must be filed in the NPGCD office:

  • Test Hole Permit, Well permit or Well registration
  • Fee - $100 for a test permit and $500 for a water well permit. These fees are non-refundable. You are still required to turn in logs, pumping reports and pump information.
  • Property Line Easement Form (if applicable)
  • Declaration of Pooled Groundwater Form - One Owner (if applicable)
  • Declaration of Pooled Groundwater Form - Two Owners (if applicable)
  • Agent Authorization Form (if applicable)

OTHER FORMS

  • Notification of Abandonment Form (if applicable)
  • Well Reclassification Form (if applicable)


REGISTRATION OF A DOMESTIC WELL OR RIG SUPPLY WELL

  • Domestic Well - any well producing less than 17.5 GPM
    • Stock wells
    • House wells
  • Well must be registered with the District before drilling

PERMITS

  • Permit must be on file with the District
    • Signed by owner/agent
    • Signed by field technician - will not be signed until after initial field check for spacing and location
    • Signed by General Manager or Permit coordinator
      • will not be signed until all forms, site inspection and deposit are received and are in accordance with the rules of the District.
      • will be faxed or e-mailed to driller as soon as everything is complete
  • Appropriate forms must be on drill rig at all times and with the pump installer

FEES

  • Fees of $100 for a test permit and $500 for a well permit are required within 7 days after the permit is taken out
  • This is non-refundable if the District does not receive all required information
  • Information is still required for a well to be considered legal
  • An additional $250 expedited permit fee will be charge for any well drilled within the same day as the issuance of the permit unless a field technician is available and all needed forms are on file.

REQUIREMENTS BEFORE WATER PRODUCTION CAN BEGIN

  • Well log filed with District - state log is acceptable
  • Pump information filed with District on the District form
  • Approved flow meter installed - meet all metering rules
  • Check valve installed
  • Final Inspection by Field Technician

DO'S & DON'TS OF WELL PERMITTING

  • A well that is drilled before the issuance of a permit will be deemed an illegal well, therefore it will be subject to fines
  • All required forms must be filed before drilling begins. Owners should get these forms to the District office before setting a drill date.
  • An additional $250 will be required if the driller or owner insist on drilling a well within the same day as the issuance of the permit unless a field technician is available and all needed forms are on file.
  • Owner/agent must call and request permits. They must also call to cancel a permit. It is not the District's job to contact the owner/agent about the issuance of a permit, nor will the District call and remind them that a permit is about to expire.
